If your document is intended for use in the Russian Federation, which is a contracting party to the Apostille Convention, it needs no further checks after it is affixed with SAL’s Apostille and can head straight to your recipient.
Singapore documents to be used overseas
On 18 January 2021, Singapore acceded to the HCCH Convention of 5 October 1961 Abolishing the Requirement of Legalisation for Foreign Public Documents (“Apostille Convention"). To operationalise the Convention, the Singapore Academy of Law (SAL) will be issuing Apostilles for all Singapore documents bound overseas with effect from 16 September 2021.
For legalisation of documents issued by the Singapore Government Departments, please visit the SAL’s Legalisation portal at https://legalisation.sal.sg.
Documents not issued by the Singapore Government but require legalisation must be referred to a Notary Public first, followed by the SAL for authentication.

Foreign (Russian) documents to be used in Singapore
Foreign (Russian) documents (including translation) to be used in Singapore must be legalised by a local Notary Public first, then apostilled at the appropriate Competent Russian Authority before being presented for use in Singapore.

Appointments and processing time
The Embassy's legalisation hours are from 10am to 11.30am, Tuesdays to Thursdays. Please contact the Embassy via email to schedule an appointment in advance. Soft copies of the documents should be sent to the Embassy for consultation prior to the appointment and documents will be processed on the spot. Due to the pandemic, walk-in cases will not be entertained. Please bring along your passport or Singapore NRIC as a form of identification for entry into the Embassy.
